If I say "Hey Siri, remind me to buy milk", then Siri says "Ok, I will remind you". But when?

Well, just like any other reminder, if you want a particular time associated with it then you need to specify it.

Ok, but it's weird how Siri just accepts the reminder without asking when I want to be reminded.

When you ask for a reminder without a time, it gets added to the built-in reminders app, with no time associated with it.

Reminders is just a list of things to remember, like a shopping list for example, which doesn't necessarily have a date/time associated with it unless it's something you want for a particular reminder.

Siri will automatically remind you when you are close to a store that sells milk and that store has iBeacon. Doesn't work like that cause iBeacon is a failed project like Apple pay.

Apple Pay is such a failed object that so many people are using it and more and more in situations and companies are constantly starting to support it.

In another words that's how reminders have always worked--it's a list of things you want to remember and use when you need to (like a shopping list or a list of tasks to do) with the option of associating a due date/time if you want, which needs to then be specified in addition to the item itself.

Yes, I get that, and that's all well and good. But she does actually say "Ok, I will remind you", which simply is not true. If I forget to check the list of reminders I will not be reminded at all.

Kind of like a post-it will remind you...if you actually put it somewhere where you will see it and look it at it to remind yourself of what you wrote.

Just say remind me to buy milk today. It will remind you the next hour and it will stay on your lockscreen until you mark is as complete.
