No longer Macintosh HD > Library > Desktop Pictures or Library > Application Support > Desktop Pictures.

I believe that I need to find it in order to set a .heic image to the desktop background that has light/dark or dynamic capability.

So, I suppose, my first question is: On Ventura, can I set a non-Apple-provided image as the background image with dynamic support for changing in light/dark over the course of the day?

Second question is: Where are the desktop images stored in Ventura?

Yes, you can use any .heic image with dynamic capabilities. Just add the folder with .heic images in the wallpaper settings.
