Thanks

There is a pop up when you launch the App Store for the first time asking you if you want to download Apple apps.

when i first started the phone, it ask me to set it up as new phone or restore from clouds, and i restored from clouds, from then i am not getting any pop up

Maybe that was the problem...

Thats exactly the problem. If you restore from an old backup its like you are using the old device and it doesn't register on the App Store as a new device.

Backup work device. Restore as new, download the apps, then restore from backup. The apps will now be tied to your iTunes account and you can redownload them as you please.

It's pretty lame this has to be done but ive heard this is what you have to do. take it to apple store and make them fix it haha

It was similar in order to get iWork/iLife Free on a new Mac. After Mavericks was installed you had to create a new user in order to get the applications for free. After you downloaded them and tied them to your iTunes account, you can redownload them on the original or main user.
