Have you looked in preferences? Disable and re-enable it again.

This option has also disappeared for me and Add to Reading List is not an option in System Preferences>>Extensions. Only options for me are Notes, Messages, Reminders and Evernote.

In the Share dropdown, select More...

That opens System Preferences >> Extensions. Make sure that Add to Reading List is checked.

That is strange. For me, System Preferences >> Extensions, Share Menu list 17 possible Share dropdown options.

Very weird how this can vary from machine to machine. I do not generally have problems and this works perfectly in Safari 9 on Yosemite. There are sync problems occurring too on El Capitan which do not happen on Yosemite and iOS 9.0.2, so for now have rolled back to Yosemite 10.10.5 and will likely stay there through a few more versions of El Capitan. I have not read any reviews that did not seem glowing with praise, but I am not impressed, Apple should be able to do better than this. Maybe a slow down on OS X versions might be the answer, we do not need a new release every year. they just barley got Yosemite ironed out!

Also, I've got Add to Shared Links and Add to Bookmarks available on the share menu. Just no Add to Reading List.

Let’s try something different. Open a Terminal window and enter the following command. Does it say “com.apple.share.System.add-to-safari-reading-list” somewhere?
Code:
defaults read com.apple.preferences.extensions.ShareMenu

I'm having the same problem. The share by email is also missing. I found a terminal command on the Apple support site which fixed it, until I restarted my computer. Then it disappeared again. Mine also is not listed in system preferences at all.

Is this on 10.11.1 ? Can you supply a link to the Apple Support page so I can try the terminal command?

Yes, it's 10.11.1 Here's the link: https://support.apple.com/en-us/HT203129
I tried going into system preferences after restarting and redoing the terminal command to make sure the email setting was checked and noticed that all of the other check boxes have a blue background, but mail and reading list have a white background and are not totally faded out, but are not as bold as the others. Very odd.
