Where did my application menu go?

New to forums!
When in full screen with an app, there is no longer an application menu bar that drops down when you mouse to the top of the screen. Getting in and out of full screen is fine with hotkeys, but for the life of me I can't figure out how to get the the app menu back.

I am sure it is an easy fix, I just never had this come up before with my experience in 10.8 etc, thanks!

I had this same problem on my first boot. A reboot fixed it. Maybe try turn off reopen windows when you restart.
