Update: We're seeing several reports that Apple Pay Cash is not available in the release version of iOS 11.2. Given that this update was released at an unusual time, it may not be activated as of yet. It's likely we'll see Apple Pay Cash become available early next week.

It needs to be enabled on the Server side, which probably won't happen until Dec 4 or 5
When it rolled out to the beta, it was a gradual rollout and I didn’t get it until 6 hours after others. Possibly the case today is that they have activated it server side, but it’s slowly rolling out to users.

This worked for me also. I completely signed out and waited a few minutes and signed back in. It was there to set up!
If you sign out of iCloud then all the cards are from Apple Pay are gone and will need to be re-set up??
