We have Pages, Keynote, Numbers and tons of other apps but iBooks is mysteriously missing. Whats the deal?
 
It's not.

iBooks is a free app from the App Store.

The review committee are probably wondering whether to deny it or not :D

They probably did it that way so they can ship iPads to other countries where the iBook store isn't ready at launch time.

Yeah, and they can update features without an OS update.

And, they can't deny other book readers for duplicating built-in functionality.
 
Look how long it took Amazon to get into the international market. They had to cut a lot of deals. Apple is the minor player at this time. They're having a tough enough time bringing the US publishers into the fold. It will be a while until they get things together for anywhere else.
