No one really knows, as is generally the case. Basically whenever it is that Apple decides to release it. Best guess at this point is that it will be sometime in the near future (perhaps as soon as later this week, or maybe in the next few weeks or so).
 
Probably wasn't today due to server-destroying levels of traffic as-is. Maybe this week or next.

I got 9.3.3. today almost by accident, I had to do a restore from iTunes backup -after my iPhone 6 refused my passlock a few times. Only difference i've since noticed is my macbook won't make voice calls -facetime calls unavailable arrrggh

You seem to have simply gotten iOS 9.3.3 beta 2 that has been out for a little while now.

Unfortunately I'm unable to resolve voice calls and not sure if texts are working, I'm not spending any more time today going through countless face time log in's etc whilst iPhone and macbook are connected to same wifi network.

Continuity and handoff were working excellent for a few years.

Since found my IPad air can make and receive calls and the 4g mobile hotspots showing,though not via mcb,maybe it's latest 10.11.6 beta (15G12a)

I'm pretty sure we will see 9.3.3 release either tomorrow or Tuesday. Tomorrow will be 2 weeks since last beta, and I don't think we will see another beta. Beta 2 has been very stable and pretty decent battery life.
