Apple Store and iTunes gift cards are available on Apple's site. You will pay full price, but it is as safe as it gets.

From time to time, Best Buy, Costco, Target, eBay, Sam's Club and others will offer 10-20% off on cards. These are generally safe sources, but you have to watch for deals. If you use Twitter, you can follow @itunescarddeals to get alerts when a deal becomes available.

Some only offer online (email) delivery, some will ship real cards. In the end, you just need a valid code to enter into iTunes, Apple Store or App Store applications.

I buy from both eBay and Costco.com, only when they're on at least a 15% discount. My buying from Costco.com gets me an additional 4% off the original value with my Costco VISA plus Executive membership. An eBay store gets regular reps from Slickdeals and @itunescarddeals. Both get a code emailed generally within an hour, and I've never been charged sales tax. Costco.com is running a 15%-off deal right now until 8/4, but the current one is for members only...
