Where to complain about an app?

Where can I contact Apple about apps complaints? A couple of situation in the past I wanted to complain to Apple but didn't know where to go. One time I downloaded this app that I found it extremely offense and another time this app stole my addressbook entries without first informing me.

Yeah name the apps you're talking about. I'd like to know which one you found offensive, I thought Apple were strict about that sort of thing.
