I'm looking for a refurbished Macpro 14" and the only reliable places I'm aware of are 1) Apple and 2) OWC. Do you have any other places (USA) to recommend?

Not in the USA, but I've bought 3 devices from BackMarket.
They describe very accurately what you are getting and the one device which had a loose battery was quickly refunded with no hassle.
I can't say if they are the same in the USA of course.
 
Just to follow up: I ended up ordering a laptop from B and H Photo, which will arrive today. We'll see!
 
I've got AppleCare+ and a price point that makes sense for me. Didn't have to purchase an over-speced machine like those at Apple.
 
Never purchased anything from B&H, but they are very popular with the photo & video enthusiast community. So they have a pretty good reputation.
 
I've spent quite a bit of money over the past 25 years at B&H Photo, both for Apple products and expensive pro video gear and always had good experiences. They're certainly not a "subsidiary of Apple" but are a very reputable dealer with competitive pricing. They also stock custom configurations of Macs that you would have to special order from Apple. More than once, I was ready to purchase an Apple refurb but found the same thing new at B&H for the same price.

About 6 or 7 years ago, they were blowing out their inventory of new 2014 Mini's following the release of the 2018 Mini. I got a higher-spec model for $500. Apple was listing the exact same one in their refurb store for about $1000. Of course, that was an extreme example, but it's always worth checking their prices.

If you're near New York City, it's also worth visiting their store, it's quite an experience. But be sure to read their return/exchange policy. Unless it's changed recently, unlike ordering from Apple, you cannot return a computer for a refund after you have opened it. So, you can't order something, see if you like it, then return if you don't.

As always, "caveat emptor" - do your research before buying. But my experience with B&H has always been good. (And there's nothing wrong with Apple refurbs either, I've bought quite a few of those too and am typing this on one right now.)
