We're using monster.com for graphic artists, but I also see the value in some people who are still "making their bones" in the career, giving them experience while saving costs from a seasoned artist. We recruit interns too. Online, where is the best place to seek out people who can either hire on part/full time or contract work. Location isn't an issue because work is often done remotely anyway.

Where's the best place to place job offerings for Graphic artists?

monster.com, careerbuilder.com and jobs.yahoo.com are what I would consider the larger ones online. There are also a number of regional sites that cater to graphic arts. Where are you located? And it might just be best to put the jobs in more than one place anyway.
