When iOS 15 is available I'm going to disable iCloud sync for the Photos app. If I want to prevent Apple from searching my device completely, are there any other apps where I need to disable iCloud? What about Apple Notes? I have some notes that link to or embed images.

If you’re that worried I would disable iCloud altogether. Back up your iPhone locally to your PC.

Even then there’s no guarantee. Apple says they won’t scan your phone if iCloud is disabled. Apple also says what’s on your iPhone stays on your iPhone. You have to take it with a grain of salt. Don’t consider your iPhone private or secure.

I think you are confusing messages (communication safety) with iCloud photo scanning (CSAM). These are two completely separate and unrelated/different features.
