Fulltime Hey Siri will not be on the current 6. The 6S adds an integrated chip for always on Hey Siri. You will still be able to call on her while plugged in but with the 6S you will be able to call on her anytime including when your phone is locked and on battery.
I might be mistaken, but holding down on the wallpaper to animate it seems like an application of force touch.
So it seems that these missing features are due to missing hardware, not so much Apple deliberately withholding features in the name of forced obsolescence.
