Used 2015 Macbook Pro 13" (2.7Ghz, 256GB SSD, 8GB) For $800 (with Windows 10 Pro) Or
New 2016 Macbook Pro 13" Without Touch Bar (2 Ghz, 256GB SSD, 8GB) For $1470 (Including Dongles And Tax).
I plan to use it for college. Major: Engineering
 
The 2015 MacBook Pro is still a very capable machine. I'm curious though, were you planning on sticking with Windows 10 regardless of which laptop you get? If that's the case, why not save even more and just get a Windows laptop to begin with?

Your price discrepancy you quoted is going to make the second option almost impossible to justify though.

Yup exactly my sentiments. Based purely on functionality, the 2015 rMBP should do just fine.

That larger trackpad - if you like it
Lighter, thinner
That new keyboard - if you like it
Newer processors
Faster IO - if you use it
Much better speakers

But you lose the ports of course :)
 
The new 2015 13" with 256 GB SSD will be close to the price of 13" 2016 nTB.

If buy new, get the 2016 version.

If you don't mind used, get the first.
