These screen shots are pulled from my MacBook Air, but my phone says it's processing photos, also.
Sometimes I get the first message,
"People will finish updating when Photos is in the background." and other times I'll get the second message.
"To finish updating your people, quit Photos and make sure your Mac is connected to power."
WHICH IS IT?
Also I don't know if this is a MacOS problem or an iOS problem, as I've upgraded both this past year, and instead of restoring from a backup, I started both devices as blank slates, but the problem is still here. Maybe it's an iCloud problem?
