Which software to resize-resample video off a GoPro?

Long story short, as a newbie I used too high settings for our GoPro beginners adventures and ended up with 4K videos which take both too much space or can't be played on our slowish computers, am looking for a software which allows resizing with control over stuff such as bitrate and dimensions, not those which solely rely on presets if you know what I mean.

Handbrake will convert to a wide variety of devices and quality, several presets are defined or you can customize.

Oh yes, forgot about that, I also have it already, not the most user friendly interface but it would sure do the job
