Which of these configurations do you think would be most appealing to someone looking to buy a used Mac Pro 7.1 (2019)?

Base config of 3.5GHz 8-core Xeon, 240GB RAM, 8TB HD, and...

Are you just interested in other's opinions or are you planing to acquire one?
If it's the latter, you should add what you are planing to do with it as it highly depends on that and if a pricier configuration is worth it.
If you want to assemble one for sale, it depends on the price you are going to ask.
Normally, it's very hard to get higher equipped's devices money back.

Actually, you bring up a good point. There's probably no good answer since it will depend entirely on what they might want to use it for. I have 4 MPX modules, but only 2 fit in the box at once. :)

I'm thinking about selling mine and attempting to figure out the configuration that would attract the most interest. Well aware I won't recoup my investment costs. ;) Was hoping to sell it for about 65%-75% of what a similarly configed unit ordered from Apple would run today.
