While sending a pic on a text “live” photos is triggered??

Hello folks. I’ve notice that when I send a pic via text iMessage on iPhone X as soon as the pic loads onto the text it becomes a “live” picture, the funny thing is that under photos I’ve disabled the Live Photo option under camera settings. So why does this keep happening while sending the pic via iMessage?? Thanks for the responses.

Settings...Camera...Preserve Settings...Live Photo-turn on. Turn live photo off in the camera and it preserves that off setting.

i did those steps and it continues to happen, also on my wife’s iPhone X, I wonder if it’s a software issue that is still unknown? Is anyone else experiencing this?
