White veil across screen ipad

Upon turning on screen has a white veil , for lack of another word, across the entire screen. Would this occur due to cold weather? Or a bigger issue. Thank you

I've seen that on the iPhone. If you reset it, it might clear. If not then you have to take it back to apple.
