Why am I not able to place the effects ?

I have been working with FCPX since years and placing effects many times in timeline stops.

Not sure why, you can see it here,



It works many times and stops working many times.

Doesnt let me place it and says, no space to create, accept and it cuts down footages.



What am I missing ?



Why sometimes it works and sometimes it doesnt let me place ?
