Simple. Apple is just waiting for the trial period for Apple Music to end for iOS users then Apple Music will be released for Android on October 1, 2015 most likely.

That's my guess.
 
The trial period for Apple users will not end on Oct 1. Any user who signs up on Oct 1 will still get the trial period, no matter if they are on OS X, iOS or Android.
 
I have signed up to the family plan on my ipad and hubbys iphone. I will be using it on android when it comes out. Will I be able to use the family plan still? How will it know who I am because it works through icloud and android won't have icloud.
 
They just don't want a horrible experience to be given to the competition so they're using us as public beta testers.

That's my guess.

The 3 month trial starts whenever anyone signs up. They could sign up January 2016, and get it free for 3 months.

Man that isn't fair LOL. I didn't want the Android users to have an advantage over us iOS guys.
