There are a bunch of app icons with either a cloud and download link or an hour glass in front of the names On my home screen. Why is this? I also tried to delete them, from the screen though there is no way to do it when pressing and holding on Them. Any ideas? Thanks
 
Which iPadOS version? Do you have “Offload unused apps” in the General Preferences activated? The hour glas icon normaly appears when an app is updated.

Please provide us with a screenshot so we know what you're talking about.

I did have "Maybe you have ‘automatically offload apps’ switched on, and these are the offloaded apps."
turned on and I just turned it off.

However, the app icons still have the download links next to them and I am unable to delete any apps. This is my kid's iPad and I set up some restrictions when I first gave it to him though I am not sure what I may have done. I can not delete any of the icons with the download links OR the Rachio app that is downloaded to the iPad.

Go to Settings - General - iPad Storage

You can reinstall or delete offloaded apps from there.
 
Mine did that when I was setting up from an older iPad. When I got on my home wifi, they went away. Perhaps waiting for stronger wifi to download?
 
I just went to iPad Storage but it is not letting me delete the offloaded apps.

I am still unable to delete the apps that are downloaded onto the iPad, such as the Rachio or the PBS app next to it. After pressing and holding they all wiggle, though there is no delete option.

Do you have parental controls enabled? Maybe try disabling all of those for now.


Also, the age-old recommendation when there are issues with a computer - have you tried a restart?

If it's the offload unused apps, maybe you have to open it in order to doanwload it again. Then you could delete it if you want too

Settings- Screen Time - content and privacy restrictions - iTunes and App Store purchases - is installing and uninstalling allowed?

If that doesn’t solve it, call Apple and see what they say.
