Why can't Apple implement AOD like Samsung's phones, which makes almost no noticeable difference in battery life?

If you checked out some comparisons made by YouTubers you would see the standard “black screen” AOD on Samsung devices only use 1-2% less battery life; and on certain models they use significantly more than iPhone AOD.
 
Apple are the only ones who’ve actually implemented it correctly, clue is in the name.

Always On Display… not black screen with a few pixels bouncing about.
