I know I can't.

And I know Apple have make it so I can't.

What I'd like to ask your opinions about it WHY can't I?

What do you think the reasons are that a group of people would sit down at a design/planning meeting and deliberately decide to not let me (the user) change the sound that I get when I receive an email?

What thought processes were they going through when it was decided to deliberately fix it and allow no customisation?

I can't seem to fathom why a group of people would sit around a table and deliberately impose such a limitation.

No reason. That's the answer more often than not.

Or SJ will come out and say, "Custom email alerts. We weren't the first to do it, but we'll do it right." And a sonic wave of euphoria will pour over you when you finally hear, "You've Got Mail!" as sung by John Mayer.
