Why can't I skip 13.7?

My iPad is on 13.6.1 or whatever. It keeps telling me to install 13.7. I don't want 13.7, I want to go straight to 14.0 via iTunes. But iTunes keeps trying to install 13.7 as well. What a stupid waste of time. How do I make it download 14.0 instead?

iPad sees iOS 14 OTA, but I want to download the IPSW and do it through iTunes. But iTunes still insists that 13.7 is the only available update. How can I force it to re-check for update?
