Why can't I take photo?

I can't take a photo with my 10R with iOS 14.4? No matter how fast I push the button it takes a mini video. In the camera PHOTO is selected. But the camera takes a two frame video. What do I have set wrong?

I think you are taking a Live Photo. It’s the yellow (if on) circular icon on the top right in the camera app.

Live Photo is a short video attached to your photo. Few frames before and after.

Says it's off, but who knows. At least I know now what to look for. Thank you.
