I have an iPhone 6s 128GB, my Mac is running Mojave.. iTunes asks me to update to iOS 13 and the firmware downloads fine, but then I get a message saying the update can't be done? Do I need to be running Catalina to update my phone? Just wondering is all! Thanks.
 
You should be able to update using the ‘Over the Air’ method. I’m pretty sure the iPhone 6s is capable of iOS 13. Catalina isn’t required to get iOS 13.

If you don’t really need for update, please hold. Lot of issues in 13.2 version now. My 1/2 cents.
