Why can't Siri turn on certain things?

I asked Siri to turn on personal hotspot, but she said "I can't do that, but you can turn it on in Settings" and then opened my Settings app.

If it can open the Settings app, and it can turn on/off other settings, why can't it just turn on hotspot?
