Why cant you change volume with one of the airpods and skip tracks with the other?

This annoys me, why do both of the pods (airpods pro) control the same thing? Is it a technical limitation or just programmed that way? Would be nice if you could choose at least.

Press two times for lowering the volume, press three times to increase volume

I *really* wish the Pros had a volume control.

I would have liked to use them with my Denon AV Receiver that has a Bluetooth transmitter. The receiver (like many BT transmitters) leaves volume control entirely up to the headphones, so the AirPods Pro are useless with all of those devices.
