Why certain keyboard languages are not available to all regions?!

Why, do you rekon, are not all keyboard language configs available to any region?!

Example for a Macbook keyboard language:
- Thai is available exclusively in Thailand (apple.co.th).
- Japanese is available in Asia, US but not anywhere in Europe.

Why? Demand?!
