Why didn't apple give the telephoto lens OIS?

This seems like a huge mistake. What's the point of being able to optically zoom to 2x and digitally zoom to 10x if the image is shaky?

I wish there was a way to lock it so only the main camera is used so I can zoom and not get shaky video and pictures.

So it can be a new earth shattering invention on next years iPhone. Obviously

Wish there was a way to lock to the main camera when I zoom digitally so I can actually focus on what I'm trying to take a picture of or not have jumpy video.
