I have a friend who has a US phone number. I've called it multiple times today - using his contact entry - and sometimes I hear the above message. Why do I get this message at all? Also, if I press 1 do I get charged for an international call? My carrier is AT&T.

I'd say that's the case.
I just got off the phone with an AT&T tech - he recommended that I call the number once or twice. If the call appears on my bill as an international call, he says AT&T will rerate it based on my plan, which I'm assuming means giving me a refund.
