I own AirPods 2. I usually keep the bluetooth off on my devices when I don't use it. When I want to watch a video in any web browser, I always need to connect to my AirPods twice. Here's how it goes:

1. Open web browser
2. Turn on bluetooth
3. Connect to AirPods (automatically)
- Still no sound
4. Disconnect by either disabling bluetooth or clicking my AirPods off on the devices menu
5. Connect again
- Sound is on

It works like that every single time, so the first connection is never captured by the browser, even when I open the browser tab after connecting the first time.

Is this normal? Why does it happen?
 
Why do you turn off the bluetooth? curious because I always have it on.
I don't have a clue why it happens to you but try leaving the bluetooth on and see if that happens again. Unless, you have a reason to turn bluetooth off.
