Because Apple believes that filesystems of this kind are not what its customers at large want. Apple wants apps to take care of their own documents and iCloud Drive can be invoked when it is needed. The iCloud Drive app doesn’t do anything aside from showing you which documents you have and allowing you to move/delete documents, things you can do in iCloud Drive-supported apps too.
