why does apple sell applecare+ in some countries only for certain devices - eg Portugal only mac, ipad, tv but not airpods

Just bought new Airpod Pro 2s from my local Worten less than a week ago. they only offer their own insurance so i said no. after that i thought i should just check to see how much applecare+ is.

Ive gone on Apple Portugal www.apple.pt. the main page offers applecare for mac, ipad, apple tv only. when i press 'compre' and put in my serial number it says not available.

Just a guess, but maybe it has to do with navigating local consumer protection laws, and certain factors about the laws that could be problematic for particular devices if Apple offered extra coverage on it.
