This has been a thing for at least two years. Many years ago, uploading to photo stream is instant. Now uploading in Photos app takes forever. I'm starring at the screen right now and it's taken half an hour for 2 photos.

And it's not my internet, because it's the same even in cell network. Also, my internet is fast enough that if I use dropbox or something else it uploads the photo in less than 1 minute.

It's also not because it's low battery or app in background. I literally have the phone plugged in and has the photo app in the foreground.

Uploading to photo stream? Uploading in Photos app? Can you be more specific?
 
I have a similar experience. I think there are two things here throttling data usage by the iPone and Photos are no longer prioritized. The other has to do with HEIC and I can place the start of the delay back to the picture format rollout. I now see a picture taken on my 12PM take 2-5 minutes to upload ti iCloud and appear on my Mac and iPad.
