why does my iPad allow me 18 apps in dock and then randomly through 3 out later

hating the new fewer icons on Home Screen, so thought id only keep those in the dock and then have some widgets
so I keep putting apps into dock and it lets in 18.

then at some stage, not related to turning landscape or anything, ill look and its thrown 3 out onto the home screen
