Why does photo only upload to the cloud when the screen is on?

It's so annoying, try it. Go to camera take a photo. Go to photos app, there's a bar that says uploading (to the icloud). Turn off your device. It no longer uploads, it only does it while the screen is on. Wtf?

Is this still the case? Because I'm having problems with no upload for days now.

Hmmm...I plugged in the phone with the screen on. Now it updated.
