If Apple wants us to use HEIC files and to use iCloud for syncing photo libraries, why do iOS devices still send JPG versions to Photo Stream, which then creates duplicates if one syncs their iOS device via cable (which often can't be avoided)? I don't understand it. Is there a technical reason for this? Thanks.

Because Photo Stream is on life support and will be probably be removed sooner than later.
Well heck that's disappointing. Glad I have Amazon photos with prime. Unlimited storage for stills.
Yeah it's unlimited because Amazon and Google are using your photos to train their neural networks.
