Why does PwnageTool have a version number that is very close to the OS version number but off by one?

Why not called it version 24 or something to avoid confusion?
 
I'm sure it was done just to confuse you. Couldn't possibly have anything to do with the fact that it's the third version of PT, first minor revision, fourth bugfix release.

For the same reason that Redsn0w is 0.9.2

Version before was 0.8

As thelatinest stated, software is numbered sequentially.

You are making an improper assumption that the DevTeam is trying to mirror or in any way match Apple's firmware numbering.
 
As others have already pointed out (even implicitly), it's just a coincidence that the PwnageTool version numbers are as close to the OS releases they target as they are.
