I wake up and my iPhone is connected to my homes WiFi even though I turned it off the night before via control center.

I turn off my WiFi again and go to drop off my kid at school only to return home and my iPhone is connected to my homes WiFi again.

If I don’t leave the house all day it seems my WiFi off setting stays off but if I leave the house to go pick up something at Walmart or Target (of which I’ve connected to their in store WiFi networks before), the WiFi on my iPhone turns back on and connects to their networks.

I then turn off WiFi on my iPhone yet again but go drop off toiletries at my grandparents house and perhaps because my iPhone has connected to their home network before, the WiFi on my iPhone is back on and connected.

My goal: To have WiFi turned off on my iPhone 24/7, since my LTE network is the fastest and most reliable.
 
shutting it off via control center is only for 24hr. you have to disable it in settings. even then it might turn back on I dont know I have not tested it

If you turn off wifi in settings it won't turn back on.. Control center only turns it off temporarily, been that way since iOS 11...

Does the control centre method even turn it off... my understanding was that it just disconnected from the current wifi connection temporarily but Wi-Fi is still on and ready to join other networks.

As far as I know and have seen from my use it disconnects it from the current network temporarily and will ask to join other networks if encountered (unless auto-join is turned off).
 
Yeah, I use my LTE connection exclusively also. I’m only on WiFi for updates. You need to disable it in settings. It would be nice if there was a control center option, but it is what it is.
 
I am using the GM (shouldn’t make a difference but noting it) and battery was awful when I turned background app refresh back on. Turning it off calmed down the drain so either some apps need updated or this isn’t that great on battery. I had BAR on for only the apps I needed so will see if the drain is the same.

What does your battery drain issue have to with the OP WiFi issue? Maybe the wrong thread.
