For some reason, ever since the update several weeks ago it doesn't work like it used to. I tried to change the wallpaper on my homescreen and it didn't change, so I just figured it must of been then theme I was using. However I switched back to an old theme I used to have, and it still wouldn't let me change the wallpaper.

Whats up with that? Am I doing something wrong?
 
Make sure you have User Wallpaper checked and it is above the theme in the order list. I noticed the actual order list matters now in Winterboard, the higher in the list it has priority over the next down, etc. Maybe it has always been like this, but I just noticed it recently.

You are the man. I thought it wasnt possible. I wanted to use the fireman theme from cydia and have my son as my background and it would never let me. I never thought of changing the order. thanks for the tip. if you ever kill someone i wont turn you in. :D

I don't think it was like this. But yea, I decided to re-order the list and put the "user wallpaper" at the top and it worked fine...
