Thunderbolt 1 & 2 arent usb-c it won’t work even with the adapter
if it was a thunderbolt 3 dock it would work

USB-C is just the connector. Unfortunately about five different protocols (computer device communication standards) all use the same connector. I'd guess that hub probably uses the USB 3+DisplayPort Alternate mode protocol, or maybe MHL. Sadly for you the Thunderbolt 3 to Thunderbolt 2 adapter only works with the Thunderbolt protocol.

If you want to connect a hub to your Thunderbolt-2 port you will need to pay extra for a Thunderbolt compatible hub.

I saw this guy using the same cables:

So what is wrong ?

regards
All thunderbolt 3 is USB-c But all USB-C is not thunderbolt 3

Converting thunderbolt 1 or 2 to 3 only gives Thunderbolt protocol in a USB-C format and because thunderbolt is compatible with itself regardless of generation it works

so you need to use a thunderbolt dock
The reason that video you posted works is that dock he is using is a thunderbolt dock
The dock you were trying to use is a cheaper USB-C doc you need to find a thunderbolt 3 dock to use it how you want.
