Why iCloud can't sync instantaneously

What files are taking "days" to sync for you? Altering files on iCloud Drive is direct, there is no sync or delay.
For example, I am working on Pages document on one mac. When I open it on another Mac after an hour, it still not synced.
Ok, I don't use Macs, so I can't comment. And it's still not clear if you're opening these files locally, or directly from iCloud Drive.
OK, let me clarify it.
With 10 mbps internet line, I am working on local pages document on my macbook air. However, I save it in iCloud (Pages). When I open the file on my mac desktop, hours later, it is still not synced to altered one. Had I saved the original altered file in dropbox, it will momentarily sync, then when I open desktop, it will also momentarily sync the file in my desktop's dropbox folder. iCloud however, doesn't do it quickly. It takes hours and even more time to get it synced.

If I change a file, it's fast. But my problem is that my new iPad won't sync all files. Only if I look in a folder, it will sync. But with 22Gb of files around 22k of folders and around 186.000 files, that is a bit much to ask.
Anybody got any idea?
My connection can't be the problem, I've got a 500Mbps/500Mbps fiber connection at home, connected through Cat 6 cables, good Cisco Switch and a Airport Extreme for the iOS devices. After 24 hours it's still not more than 1 folder deep synced.

Because it seems iCloud is an afterthought. Apple has the hardware segment they need to fully concentrate on their cloud infrastructure.
