In iOS 12 with a fast and slight swipe from left to right the page in Safari (or other apps) get me to the previous page but with iOS 13 the page seems to remain stuck and I have to really pull the gesture and do it with a slow down when I’m at the end of the right border of the screen. It’s a bit annoying only for me?
 
Odd, for me that seems to be working the same way as it has before iOS 13.
 
Not here, the swipe seems to be a little more “hard/stuck” to the current page. Not a big difference but sometimes I can’t go back with the swipe, I have to “drive” the swipe gesture gently.

Is there a case and/or screen protector that might be involved and playing a role in it all?
 
No, I don’t have a cover, it’s a feature, also my girlfriend has noticed it after I showed this thing to her. You have to gently swipe and slow release the “swipe back” gesture (compared to iOS 12), otherwise the current page is bouncing back. It’s a bit annoying when I use the phone with one hand but not a big trouble. i was just curious
 
Mine's the same as in iOS 12 as well - I can quickly give it a flick from the edge to go back.

I do seem more likely to accidentally hit the right-most tabs button on the Safari toolbar with my palm as I reach across, so perhaps the icon spacing or touch area is slightly different on that. But swiping back is identical for me and just as easy as its always been - no gentle or slow swiping required.
