I tried to open Cydia and it will load for a few seconds then it will go back to Springboard. I have SSH my iPhone and I already deleted all the folders except for the partial folder and still Cydia keeps on crashing.

deleting the contents of the partial folder is the first step one should take. that ahs worked for me more times than not
 
Sounds like you might have to jailbreak over again.

No I never do the updates on Cydia. And Im not about to Re-Jailbreak and unlock coz Im running a 3.1FW JB and UL. Don'r want to mess things up. I guess I can live with ICY for now...

I thought you can delete everything under the plist except for the partial folder?
 
SSH into your phone, go to this directory:

/var/lib/dpkg/updates/

Delete all the numbered files (0000, 0001, 0002 etc) and respring.

Cydia works again.

It happened to me a lot when I was on edge... but most of the time it is the network issue not allowing to cache...
