It's off, which makes this so frustrating. It's like it's always on. 'It's dark, so *BZZZZZZTT*' AHHHHHHHH THE PAIN!

Although, if it's dark, wouldn't it come on dimmer? Does the iPad mini have an ambient light sensor? I thought it didn't, so is that the problem, or part of it? It's driving me nuts, granted a short drive currently, but...
With Auto Brightness on the display will be dimmer in low light and brighter well lit environments or direct sunlight. If it is off, it should stay constant to what you have set it up.

I must be setting something wrong. So far, every night, when I turn it on/wake it up, it's near retinal searing bright. I've tried the 'true-tone', and the auto setting, and BZZZZZZTTT! It's still searing bright.

What am I doing wrong?

I have an Otterbox Defender case on it, and was wondering if that might be contributing to the issue, but I'd really like to get it to tone down the brightness.

Oh, but I did get it to come on with the brightness all the way down, and that's not helpful either. Is there no happy medium, like the dang thing does what I tell it to, rather than it going to 11 (or even 5) every time? It seems to default to the middle of the brightness bar sometimes, which is still far too bright. I'm so disappointed. My iPad mini works just fine. I was hoping this last update might fix this issue, but nope.

Thanks for any input. It's adding to my buyer's remorse over the incredible cost of the thing to begin with. *sigh*
Yeah, your iPad is almost certainly defective. You should order a replacement unit from Apple.

I have auto brightness on for my iPad Air 4 and I too notice that in low light, it sometimes comes on bright initially and then dims down gradually. Other times it comes on dim.
