Why is the iPad 9th gen shipping in a month via apple.com, but bestbuy.com has it shipping the next day?

Wouldn't you think the supply at Apple is more robust than BestBuy for Apple products?

The reason I'm asking is because I have Apple gift cards I want to use.
 
Apple has to fill: online Apple Store orders, brick and mortar Apple Store stock, orders from authorized retailers.

For Apple online orders, Apple can estimate how long the delay is based on manufacturing output and how much product they need for restocking their B&M store shelves and fulfilling wholesale orders.

Best Buy, Amazon, et. al., likely order thousands or millions at a time. When they sell out, they have to wait to get more stock from Apple, too.
 
Somehow, I have the impression that Apple discourages customers from buying at Apple Store. BestBuy often offers Apple products at a discount which Apple itself does not offer. Plus, not even availability at Apple Store is necessarily better.
