Why is the iPad Pro marked as neutral although it’s just 6 months into a 17 month cycle, while the iPad Air isn’t similarly marked?

Because there is no m3 chip in use for air. Air getting fast m4 is very unlikely, m4 pro getting 12 gb of ram and nano display for 150 addon more likely in the next 6 months.

Or in other words, it is more likely that we will see new ipad pro in 317 days before seeing new ipad air in 462 days.

Because it doesn’t take into account authoritative rumors or news. The buyers guide relies on numbers only.

Isn’t the iPad Air also 6 months into its product cycle?
It is, but it's purely a numbers game as JPack says. The iPad Pro has never gone more than 20 months without an update (M2 to M4 Pro wait being the longest), whereas the Air was not sold at all following the discontinuation of the Air 2 (which was sold for 2.5 years until 2017) until the name was revived with the Air 3 in 2019.

I really hope you aren’t using that parameter to buy your next iPad. Just buy something when you need it. Yes, if you already know the next update is coming soon (usually rumors are quite good, when the launch is close), just wait a few weeks, but if you are speaking about months, it doesn’t make sense.
